Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.

Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

We must adhere to the standards by conducting two types of validation.

The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.

The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.

This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

Understanding the Two Types of Assessment Validation

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

In this article, we will emphasize assessment tool validation.

Steps to Perform Assessment Tool Validation

Having outlined the two types of validation, it’s time to dive into assessment tool validation.

Optimal Timing for Assessment Tool Validation

Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, you must conduct assessment tool validation before allowing student use.

There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.

However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:

- resources are updated
- adding new training products on scope
- course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk

The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.

Remember, this type of validation is to ensure all learning resources are compliant before use. All RTOs should validate all unit resources.

Essential Resources for Assessment Tool Validation

Course Materials

For validation of your assessment tools, you will require the full set of your learning resources:

Mapping tool – this should be the first document to examine. It shows which assessment items correspond to unit requirements, facilitating quicker validation.

Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

Your validation panel must, as a group, possess:

Vocational competencies and current industry skills relevant to the unit being validated

Current expertise and skills in vocational teaching and learning

Any one of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or its future version

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

While templates of this kind simplify validation, they can introduce judgment errors due to a lack of space for comments on each assessment item.

A more detailed template is highly recommended for inspecting each unit requirement and the assessment items that align with them. Below is an example:

Key Principles of Assessment
Fairness – Is the assessment process equitable and accessible to everyone?

Flexibility – Are multiple options available in the assessment to demonstrate competence based on different needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce the same results every time, regardless of who conducts the training? Will different assessors consistently decide on skill competence?

Fundamental Rules of Evidence

Validity – Does the evidence confirm that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Show What You Mean

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Perform each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper change

prepare bottles, bottle feed infants, and clean equipment

solid foods preparation and feeding babies

respond suitably to infant signs and cues

prepare babies for sleep and soothe them

monitor and promote age-appropriate physical exploration and gross motor skills

Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete more info the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby isn’t sufficient.

Full or Not Competent

Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions do not confuse students or assessors. For example:
What kind of information can be included in a work package?
What type of information can be included in a work package?

Possible answers could include:

Necessary materials

Relevant expenses

Activity timeframe

Specified roles and responsibilities

When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – isolation of work area, engineering controls, personal protective equipment

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

People – isolation, use of engineering controls, administrative controls

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administration

Equipment or machinery – isolation, use of engineering controls, administration

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.

Given these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees require waiting for an audit to rectify noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
